What the labels mean
Rules are deterministic and configurable
Rising
Evidence in the latest seven days increased by at least 50% versus the preceding seven days.
Stable
Recent evidence changed, but not enough to meet the rising or declining threshold.
Declining
Recent evidence decreased by at least one-third versus the preceding seven days.
Critical importance
The theme contains evidence scoring 100 or higher.
High importance
The theme contains evidence scoring 50–99. Medium is below 50.
Actionable
A high- or critical-importance theme is rising and merits near-term review.
Watching
The signal remains relevant but does not meet the actionable or stale rule.
Stale
No supporting evidence has appeared for more than 14 days.
Confidence
High means at least five items from three sources; medium means at least two; low means one.
Source health
Healthy has no warning days. Degraded retains at least 80% reliability; failing falls below 80%.
Readiness stage
The highest stage supported by public PQC evidence. It is not an audit of internal systems.
Historical evidence
Official-source evidence imported outside the daily window; it cannot create retroactive alerts.
